The $600M Opportunity Blowing Into NZ Construction
A major wind project signals new construction opportunities.
New Zealand’s renewable energy pipeline is growing, and major wind projects are bringing serious investment with it. We look at what this could mean for contractors, infrastructure businesses and the next wave of construction work.

Introduction
The Kaiwera Downs Wind Farm near Gore officially on 9th September. It's now the South Island's largest wind farm, with 46 turbines generating enough electricity for around 96,000 homes. The project cost just over $600 million across two stages. For builders and contractors, the interesting part isn't the ribbon cutting. It's what this project is one small piece of.
What actually opened today
Kaiwera Downs was built in two stages. Stage one, 10 turbines and $115 million, was finished back in November 2023. Stage two started construction in June 2024, added another 36 turbines, and cost $486 million. Mercury's chief executive Stew Hamilton confirmed stage two was delivered on time and on budget, and estimated it added around $100 million to the local and regional Southland economy while it was being built.
Put together, the wind farm's installed capacity now sits at 198 megawatts, with annual generation lifting from 146 gigawatt hours to 675 gigawatt hours. That's the jump from powering around 21,000 homes to around 96,000. The project only went ahead at this scale because Mercury signed a long-term power purchase agreement with New Zealand Aluminum Smelters in 2024 to help supply the Tiwai Point smelter, which gave the company enough confidence to commit to stage two.
It's not a one-off. It's a pipeline
Here's the part that actually matters for the construction sector. Kaiwera Downs won't even hold onto its title as the South Island's biggest wind farm for long. Contact Energy has already secured approval for its own 55-turbine Slopedown wind farm in eastern Southland.
Mercury is also gearing up to expand its Mahinerangi Wind Farm in Otago, a $506 million project known as Puke Kapo Hau, after getting fast track approval earlier this year. That stage alone would add 40 more turbines and enough capacity to power around 76,000 homes, backed by a power purchase agreement with the developer behind a large-scale data center planned for Southland.
Over the past year, Mercury has also brought its Kaiwaikawe Wind Farm in Northland online and finished an expansion of the Ngā Tamariki Geothermal Station near Taupō. Hamilton put a number on all of it: those projects together represent around $1 billion of investment and enough new renewable generation to power roughly 160,000 homes, once fully operational by the end of this year.
That's four regions, multiple generators, and well over a billion dollars of construction activity either just finished or actively underway right now.
What's actually driving it
Two things are pushing this pipeline along. The first is demand. Big industrial users like the Tiwai Point smelter and new data centre developments are signing long term power purchase agreements before construction even starts, which is exactly what gave Mercury the confidence to greenlight both Kaiwera Downs stage two and the Mahinerangi expansion. Data centres in particular draw a lot of continuous power, and more of them are being planned around the country.
The second is consenting speed. Puke Kapo Hau got through under the fast track approval process, which is shaving years off the time between a project being proposed and shovels going into the ground. If that pattern holds, the gap between "a generator announces a project" and "a generator needs contractors on site" is going to keep shrinking.
What this means for civil, electrical, and construction contractors
Wind and geothermal projects don't just need turbine installers. They need earthworks and access road construction across often remote, hilly terrain. They need concrete foundation work for each turbine base. They need underground and overhead transmission line construction to connect generation back into the grid. They need civil works for substations, and ongoing maintenance and servicing contracts once a project is operating.
Most of this work sits outside the usual residential and commercial building pipeline, which means it's a genuinely different customer base for a lot of builders and subbies. It's also concentrated in regions that don't always have the largest existing construction workforce, Southland, rural Otago, and Northland among them, which creates real opportunity for contractors willing to work regionally or bring crews in for a project's duration.
What to actually do about it
Get on the radar of the generators and their EPC contractors early. Mercury and Contact Energy don't run these builds alone, they contract out earthworks, civil, and electrical packages to a chain of contractors and subcontractors. Getting known to those main contractors before a project is announced puts you ahead of the tender rush.
Understand what's different about renewable energy sites. Site access, terrain, health and safety requirements around live electrical infrastructure, and environmental conditions on wind farm sites are not the same as a standard residential or commercial job. If you haven't worked one before, factor in a learning curve.
Watch the fast track approvals list, not just project announcements. Projects clearing fast track consenting are the ones most likely to need contractors on the ground soon. That list is a genuine early warning system for upcoming work.
Think regionally. If your business is based somewhere without a lot of local generation projects, consider whether taking on work in Southland, Otago, or Northland is viable, including how you'd manage crew logistics and accommodation for a project of several months to a couple of years.
Build relationships with businesses already in this space. Civil contractors and electrical firms who've already delivered wind farm or geothermal work are a genuine source of subcontracting opportunities as the pipeline grows.
Bottom line
Kaiwera Downs opening today isn't really the story. The story is that it's one of at least four major renewable energy builds happening around the country right now, worth well over a billion dollars combined, driven by real offtake agreements and faster consenting. For contractors willing to look beyond the usual residential and commercial pipeline, this is a growing, well funded corner of the construction sector that's only going to need more hands as it scales.
